Not strictly true.
If something is crafted, you'll get back more of the actual material.
So in your example, you might get like 35 rubedite ingot back
But maximum of 1 for the rest, yes.

I guess I haven't deconned much (if any) CP160 gear. CP150 gear, on the other hand, I've deconned every so often-- but I don't remember ever getting back more than 1 basic mat from it.
