On Xbox NA, in the very last icereach campaign, a couple become emperor and then no one could emp for the remainder of the campaign. The campaign info recognized all keeps had been flipped but no emperor could be crowned on any alliance. This has now happened in the coldharbor campaign. Have you limited how many people can get emperor in a campaign since the patch drop or is this a bug @billp_ESO ?
