Some Necrom banner furnishing plans are Bind on Pickup - Intended or Bug?

Sorry, mods, I'm genuinely not sure if this would be better put into Housing or Bug Reports, so into General Discussion it goes for now.

Before Necrom, the only craftable Bind on Pickup furnishing plans (where once you craft the item, it is bound to your account so you cannot sell it or give it to someone else) that I was aware of could be bought from the NPC merchant on Artaeum outside of the Psijic area, and the plans were related to unlocking various levels of the Psiic questline and skill line.

So far, I have not gotten very far into the Necrom storyline yet, but I have been looting urns in Necrom and buying new furnishing plans from guild traders when I find a good price.

One of my guildmates posted on Discord a purple Necrom banner furnishing plan they learned that they made for a friend, then discovered the furnishing was bound when they tried to give it to their friend. They double-checked the plan at the crafting table and, sure enough, it shows as Bind on Pickup. Their plan was looted in Necropolis while doing the main quest, they told me.

That made me curious, so I checked the handful of various Necrom banners I have learned and all are normal except for this blue one, which says it is also Bind on Pickup.

Is this intended? If so, why only certain plans and where are they coming from that makes them different from the others? Or is this a bug?

    There has been other threads about this. No one knows if this is intended or not, nor if it is intentional, the reason for the change.

    Those aren’t plans, they’re actual furnishings. A lot of the furnishings you get in purchased homes are also bound

    No, these are literally furnishing PLANS I bought from guild traders or looted from urns and learned. Like a recipe or motif. The screenshots are at a crafting table where you craft furnishings. You can literally see the crafting ingredients for making the item listed in the screenshots.

    I am NOT talking about actual purchased or looted furnishings. I run several furniture stores in this game and I have bought both furnished and unfurnished houses. I understand how this works.

    What I am talking about are random Necrom furnishing PLANS creating items that are bound to you. That is not usual/normal outside of the handful of Psijic furnishing PLANS, which is why I created this thread.

    I think the misunderstanding here is rooted in the usage of "plan". Most folks refer to the plan as the item that teaches you to make the furnishing. You seem to be referring to the product of that plan itself (i.e. the furnishing) vs the actual plan that teaches you how to make it.

    So, are the plans (in this case, the item that teaches a character how to create the furnishing) bound, or is the furnishing made as a result of that plan bound? It seems that the furnishing is what is bound, as that is what the screenshot shows, not the actual plan itself.

    The plan, or rather, pattern in specific terms, for making the first item in your screenshots is selling for 1.1 million on PC NA according to TTC right now, so the plans (patterns) are not bound.77ctum6tjl4c.png


    EDIT: So as not to be misunderstood, I am not arguing here, just trying to clarify what you are referring to.

    The plans are not bound. The blue one, I literally bought in a guild trader. And learned it. The purple one is a screenshot from a guildmate who looted the plan from an urn during a quest and learned the plan, then tried to make that furnishing item for a friend and discovered the item was bound.

    The plans are NOT bound (I never said they were, which is why I’m confused about the confusion). The furnishing item it makes is automatically bound (which is what I said in my OP), so that you cannot sell the furniture you make nor give that made furniture to a friend. The ONLY other craftable furnishings that behave in that manner are the Psijic plans you can learn from the Artaeum merchant, which then result in bound items when you craft them.

    Other Necrom banners and furniture plans allow you to make items that are NOT bound, so you can give away or sell the crafted furniture.

    The entire point of this thread is to ask ZOS why some of these new plans, seeming at total random, result in bound furniture when you craft them. Asking if this is a bug or intended.
