Unable to trade at the end of Falkreath Hold

Been running pugs in Falkreath and you cannot trade after defeating final boss (PS4 NA). You invite someone to trade but they get no prompt to accept or reject it.
We are still in combat, even after defeating the enemies outside the final boss door. Not sure if it's because people aren't killing all of the skeletons in the 'tombs'. You can trade if you travel out.
