Can't edit Guild Emblem

I'm the leader of our guild. I've been playing free to play here and there as I just genuinely like the game. I went to edit our emblem this morning and it kept telling me that it needed 1,000 gold to pay for the change that I wanted to make. The bank has 17K gold in it. I'm not sure where the disconnect is exactly but I hope that it gets taken care of soon.
