PC(Steam)/EU - connection to server timed out, AND unexpected error

I was playing ESO a few hours ago, and tried logging in again just now. My first login attempt gives "connection to server timed out", and a 2nd attempt gives "unexpected internal error". Is anyone else seeing this ? There was a thread only this week about a similar problem, but it was for PC/NA, so I suspect (but don't know for certain) that the issue is related to Steam. I just wanted to know if I'm alone in seeing this, or not.

I restarted Steam 3 times, and my login attempts gave me both those errors, and on the 3rd restart of Steam I managed to login. As I said, I don't know for certain the problem is with Steam, except that the PC/NA thread this week reported similar problems, which I guess rules out the ESO server as the problem ?

Oh, and my keybinds just reset after I logged in to my main character
Logging the character out then in again fixed it, though.

and my ping is super high, it's normally 380, today it's at least 400 with spikes of up to 999+
I'm getting noticeable delays just using various controls and menus for my daily crafting writs.

Finally did my daily crafting writs on 8 characters. Yesterday (the first time I'd done the writs on 8 characters) it took 65 minutes, today it was 75 minutes. The lag is pretty noticeable right now, so it's definitely not a Steam problem, as I originally thought.
