Apparently there are a couple videos of him doing this floating around too

If you send a video file to customer support, they will tell you that they can't open it for security reasons or whatever. You have to send them a link to a video. So you need a youtube channel or something.
Also you will have to make the video private, so not everyone can see it, or it will be naming and shaming and you will get in trouble. If you make the video public, you will have to get rid of the names in the video somehow.
Also you can't write a full report in game, because there is not enough space for a full sentence. So you have to write emails with customer support for a few days or weeks, until they tell you that they maybe will tell someone else about it.
After a while, when you realise that nobody is looking at your videos (you can see how many people look at your videos with the help of google analytics), and the problems you are reporting stay in the game for years, it is easy to lose hope, give up and not report anything anymore.
I never reported a player for cheating, so i am not 100% sure how it works. I have never seen anyone obviously cheating on Playstation. There are some bug exploiters, spies and sometimes there are some extremely suspect players, but that's it. Oh and bots, a lot of bots... All i know is that massreporting is being exploited by some salty players and their friends in PvP, who think they are way better players than they really are.
So no, i don't think "it is simple to do". At least not for some players who just want to play the game. The whole system for reporting problems in the game could use an update. Especially the part where everything takes forever and almost nothing gets fixed. Maybe that will change in quartal 3 when they want to focus more on quality of life stuff and bug fixes.
Hi all. Just wanted to chime in here. If you can provide the ticket numbers from any of the reports, we can check with our teams to see where these are and if there is any additional information needed. But please know the more reports, the easier it makes our job when trying to find patterns of abusing systems.

If no one reports players for cheating, how is it surprising they don't get banned?
Start by reporting.

We are never sure that the player is cheating. How to be sure? That's why no one reports. I reported "hack speed" several times, never back...
