She is there to make players sincerely hate ToT.
I keep wondering about this "brand new card game" she keeps talking about. Then when you talk to her, she steers you towards an old card game that's been out for over a year.
Classic bait and switch, except her switch is a dead end. Very annoying.
I decided to not let them bother me: when I go through one of the towns or "cities", I just regard all these NPCs exhorting me to do various things as part of the "urban" scenery, and even when a certain notorious character says "Do you know how long I've been looking for you?", it just makes me laugh.
I created 7 crafting alts on the weekend, after over 3 years of only having 1 character, so I'm getting a lot of these quest NPCs saying things to me, and if I let it bother me, it would ruin the game. So I don't.

I don't know what the writers were thinking when they decided to say it was "new". SMH. It doesn't age well.
