You can give bite to any player on any shrine / altar regardless of your or their alliances and they can pick up and enter the initiation quest there. If one gets bite from special npc werewolf / bloodfiend it may or may not be different. There is a npc who gives the breadcrumb(?) quest for naturally infected players at every alliance zones with shrine.
Not from my experience.I think the same applies to player bites - they can be bitter in any Alliance but may have to go to their own to complete the quest.

Could it be that their weekly reset hasn't occurred yet and they'd already shared their "gifts" recently?

When I did it a few years ago my Pact character was able to be infected by a bloodfiend in Reaper's March, but I had to go to The Rift to pick up the quest and could only complete it at the shrine there, not the one in Reaper's March.
I think the same applies to player bites - they can be bitter in any Alliance but may have to go to their own to complete the quest.
