Is there a bug with players giving other players vampirism/lycanthropy?

At the vamp shrine in Reaper's March and friend can't give me a vamp bite. Think I recall someone mentioning this in zone chat last night regarding lycanthropy as well. I'm on Xbox NA. Anyone else having this issue?

I read the same thing in zone chat while in The Rift yesterday afternoon.

What was their alliance and did it match the zone? For example was it a Covenant character trying to get bitten in Reaper's March? Were they in combat with any of the enemies nearby?

I had this issue trying to give someone a ww bite recently - running away from the shrine (but staying in WW form) and then returning allowed me to bite them. So something does seem buggy about it in general.

Did they try rolldodging? I've been having issues where my [E] prompt doesn't show up, nor can I interact. Rolling fixes it.
I know biting is a synergy instead but not sure if they're connected.

Make sure you put a skill point in the passives that lets you infect other players.

For vampirism put a skill point in the Blood Ritual passive.
    For werewolves: Bloodmoon .

Be sure that the person that you're trying to bite isn't already infected.

You can give bite to any player on any shrine / altar regardless of your or their alliances and they can pick up and enter the initiation quest there. If one gets bite from special npc werewolf / bloodfiend it may or may not be different. There is a npc who gives the breadcrumb(?) quest for naturally infected players at every alliance zones with shrine.
To give a bite you need to have the passive, out of bite cooldown (which resets now at weekly reset time) at shrine / altar and for werewolf in werewolf form.
Not with biting, but recently I've had some trouble interacting with things in general because random lags (ping 100ms, lag 10+sec (have to wait) and things just not getting interactable when approached (roll dodge may fix that).

When I did it a few years ago my Pact character was able to be infected by a bloodfiend in Reaper's March, but I had to go to The Rift to pick up the quest and could only complete it at the shrine there, not the one in Reaper's March.

I think the same applies to player bites - they can be bitter in any Alliance but may have to go to their own to complete the quest.

    Not from my experience.
All my chars are vampires, the eldest of which has been a vampire since the first day it was discovered to be a thing.
The whole process has mysteriously changed over the years, and something happened to Lamae and her bloodline that made us into lesser variants of our original selves...

Beyond that, anyone can bite anyone at any shrine and will have the quest option at all shrines, including portals to Lamae's sanctum (allegedly in coldharbour, but in-game it is in an isolated instance of The Rift zone) in several locations, all of which can be used by the player who has the quest, regardless of faction or race.

Could it have anything to do with the reset change?

    Update 38 Base Game

    Reset Timer Changes

    <snip>

Sharing Hircine’s Gift (Werewolf lycanthropy) and Noxophilic Sanguivoria (Vampirism) will change from a 7-day cooldown to be on the Weekly Reset instead.

Could it be that their weekly reset hasn't occurred yet and they'd already shared their "gifts" recently?

Seconding this. They changed the reset to be weekly, instead of it being one week from when your toon bit someone.

I think the same applies to player bites - they can be bitter in any Alliance but may have to go to their own to complete the quest.

The Rift is the most popular for player WW bites for all alliances and Bankgorai or The Rift for player vampire bites. And any alliance player can after bite pick up the quest from shrine/altar they were bitten at and enter initiation quest there (during last 4-5 years or so). So it does not apply to player bites.
I recall that in past character who entered the quest at other alliance shrine, found themself at their own alliance shrine at exit but appears that does not happen any more. And at some period there was a bug/feature where new WW (and Vampire?) could pick up the quest again from their own alliance quest giver, and do the initiation quest again at their own alliance shrine. I believe that is fixed. Still, if you do not pick the quest at shrine/altar where you got the player bite. I'd expect you can pick it from your own alliance quest giver just like with a npc werewolf / bloodfiend bite.

Maybe it's because I had to go to The Rift to start the quest then. The character who tells NPC-infected players what happened and directs them to the shrine simply wasn't there in Reaper's March (and you can't go straight to the shrine), I went in and out of Rawl'ka and all around it because people said he approaches you on the way in, then looked up a guide and found the exact spot he's supposed to appear and he wasn't there. Then I went to Riften and found him instantly.

After that I tried going back to Reaper's March but couldn't use that shrine, the quest was only directing me to the one in The Rift, so I had to do the whole thing there.

This was back in 2019 when Elseweyr had just come out. It was annoying because I had a whole story in mind for my necromancer and by chance the tutorial fit so I thought I could do the whole thing in-game, then I got stuck on that. I hate having to pretend things I did in-game didn't happen to the character.
