After seeing the “mistake” on the Necrom bulletin board I decided to doublecheck the other billboards where notes regarding Danel Telleno and Millenith can be found.
The three original locations (Auridon, Glenumbra & Stonefalls) cater to your alliances, which is normal. So does Orsinium and Abah’s Landing (however there are no delivery crates in Hew’s Bane, you have to take a boat to Woodheart then travel to Marbruk).
There are no billboards in the Clockwork City, Gold Coast and Murkmire.
Morrowind: Lord Vivec gives greetings. Masters of the craft await you in Vivec City!
Summerset: Queen Ayreen bids you welcome! Masters of the craft await you in Alinor! (Felarian is not even mentioned)
Dark Heart of Skyrim: The Jarl of Solitude bids you welcome! Masters of the craft await you in Solitude!
Blackwood: The crafters of Leyawiin bids you welcome! Masters of the craft await you in Leyawiin!
High Isle: The people of the Systres Isles bid you welcome! Masters of the craft await you in Gonfalon Bay!
Both Rimmen (Elsweyr Chapter) and Necrom cater to your Alliance starting city and I believe they both should be changed as the other five Chapters have their own. Expecially since both Danel and Millenith are on hand at both locations.
My Dunmer, Orc and Breton had nightmares ... they felt like Stuga ... running after Danel Telleno and Millenith across all Tamriel.

It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.
