Necromancy, Vampirism and Lycanthropy should be legal in Apocrypha

Apocrypha is a Daedric Realm like Fargrave, this honestly seems like an oversight to me, much like in other oblivion zones I should not be getting a bounty when the Dremora sees me summoning a wraith.

    Fargrave discriminates my vampires, not sure if you get a bounty there but the merchants don't want my business.

    Merchants still refuse to talk to you regardless but you do not get a bounty in Fargrave for using any Vampire, Necro or Werewolf abilities, seeing as it's in Oblivion you would think they would get a pass in Apocrypha as well, i don't see why people who live among Seekers, Lurkers and other eldritch abominations would be terrified of a Werewolf.

    It should be that way, but I would not expect ZOS to make it that way. It requires extra work and coding. If they can not even code WW transformation properly so that you would not lose it when entering delve, I don't expect them to re-code justice activity for it. If something, it would be far easier to simply deactivate justice activities entirely for the whole zone - just like in Cyrodiil / IC. It is easier. And eso devs tends to stick to things that are easier to implement as it requires less effort.

    Side note:
    Werewolf justice penalty is badly coded to begin with, but that is just a topic for a different thread. I always thought that if an NPC will see me while in WW form and I will gain bount, if no one saw me shape-shifting between human/wolf then... how any one would know that "this person is a werewolf". If you got Bounty in ww form, one should lose all Bounty when transforming back assuming no npc saw that.

    The justice system in general should get an in-depth overhaul. Not all NPCs in Tamriel express disdain when they see certain actions, some approve of them. for example, there I this one Bosmer Merchant near the Gryphon WB in Summerset that cheers you on if he sees you as a transformed Werewolf but you still get a bounty when he sees you.

    you should also be able to kill a witness before he can alert the guards to avoid a bounty, imo.

    I still think it's patently unfair that necros get a penalty but sorcs can walk around with daedra.

    Well, that's indeed odd, as it's the first zone in oblivion which enforces tamrielic law.

    Hopefully just an oversight which will be fixed shortly.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    I think necromancy should be legal in Necrom as well. Telvanni only object to it being used on their ancestors, and the skeletons you summon as a necromancer are clearly Argonian.

    Hey, that's a great way to start a fight: summon an argonian skeleton in front of a Telavanni magister then say "HEY LOOK I SUMMONED YOUR GRANDDAD"

    This. It's such a stupid rule that Necromancy even counts as a bounty when Sorcs can summon Daedra willy-nilly. Normal citizens are not cool with Daedra

    I really like this idea!

    Although it's probably never happening out of various reasons, it would definitely add flavour to the game. Especially when player population is reacting to the different law in zones. (For example there would be far more necromancers around morrowind than hammerfell and so on.)
