Arcanist - curative surge - Elevation denies healing

The use of curative surge or any variant of the skill is not able to heal when the target is even slightly elevated differently than the target, ive tried being above the target and below the target neither one works, i have had several members be over 50% when a started casting and get 0 healing and die, its only when i get to point blank range that they can be healed if the arena has any elevation shift.
