the "lighting" in the character creation is an abomination, Things pretty much never line up perfectly with what you see there.
The best recommendation, for those who play on pc and have spare storage space/don't have internet limits, is to create character on the pts and adjust it until it looks great in the actual game then screen shot it and remake on the live servers

It's a shame because I really wanted to play a Redguard, but I don't think I can make this work. Azandar doesn't seem to have this problem, so I'm not sure why she does.

It's the game telling you that redguard is one of the worst races to play as. Trust me I know this firsthand. Most of the perks are what I good "looks good on paper but in practice is worthless." Although if your doing story PVE, you shouldn't really notice it. It's usually in PVP where it's extremely noticeable. So, I named myself accordingly and haven't made any purchases. I play with no Mythics and use base game sets. If my team loses in BGs or Cyro, that's not my fault. I always tell my team I run no Mythics or new sets. I've even pledged to quit all of gaming once more info is known about TES VI. If I find out that TES VI is mostly daggerfall with hammerfell sprinkled in there. It would be the moment I realized gaming was never for me really.
Just like PVP in ESO. It once was, but now it's not.

When I was still in the tutorial after creation I couldn't see her face at all because it was completely shrouded in shadows.

Really? My favorite race is Redguard - ever since Arema. i have no problem making really good looking girls (and one guy though I really don't have any use for playing males in any game), and I also have no problem completinge any content in the game with them (outside of pvp - absolutely NO use for pvp).
My mains (on 3 accounts both pc megaservers) are redguard fems. Of course, if you play only pvp - well, can't help you with that.

I think my Redguard looks pretty good too but she's still no Maj Al-Ragath.
