I mean there's a LOT of achievements in the game. In most steam games it's around 100 max while here's it's probs in the thousands.

Hopefully never, not really needed in my honest view but then don't use steam to play on PC and the game has them built in already and can share what you have done with friends in game already.

You have to remember, ESO launched well before it was available on Steam. Many of us from launch didn't need or want Steam.
I personally only use Steam for Skyrim and only because I have to.
Nothing is stopping us from using Steam except we chose not to.

People who did not purchase the game through steam can't play the game through steam. I think I remember a poll asking who played through steam and it was less than 50% of the player base. Steam is not part of ZOS, so there should never be any in game "steam achievements".

I purchased the game at launch, and play on steam, all my content is included. They would not be " in game achievements" they would be STEAM achievements, so you can dsplay them on your profile.

So you should be posting this discussion on Steam forums instead of here if I'm understanding you correctly.

And when the game shuts down, there will be nothing to share. It's just gone.
Steam achievements are a no brainer. Even FO76 did it.
