You don't need to do the Cyro quests - on my characters who've never PvP'd, just getting some AP from daily logins unlocked the skill trees.

It is amazing how many things with this game have that common solution... I usually use it when quest targets do not show up.

Actually, it is restarting your interface that does it. There is no need to shut down the game entirely.
To do that just go to addons and turn off and on again any addon in the listing. In the bottom right corner there will be a new buttonz that lets you restart the interface.

If you're using addons, I wonder if this could be due to addons that query ESO for information that they use to determine what to display, but then don't automatically refresh that information unless you exit and restart the game, or something like that? In any case, I don't think I've ever had those kinds of problems with the game, and I don't use any addons whatsoever.

Or just type, /reloadui
Turning off and on any addon in the list, I have over 50 addons, it would be faster for me to log out and back in.
