I can't put a number on the amount of times I've seen the NPCs destroy their high value cards in favor of a Writ of Coin. They will even ignore Bewilderment cards in favor of downgrading their own cards. I do not think this to be intentional behavior as it does make beating NPCs take significantly less effort, especially the Proficient to Expert level ones (Also I don't think a Beginner of any game would knowingly get rid of a high value card over a low value one).

I would suggest only allowing the treasury patron to make writ of coin for NPCs to be used on cards in this order:
bewilderment>coins>(misc. starter-level cards, if at all- ex. peck, ritual herbs, fortify, way of the sword, etc)
They will even swap out writ of coin for writ of coin, wasting their gold which prevents them from making other moves.
Same for all ragpicker and ragpicker-like cards, these will target cards that cost any amount of coin and will sometimes ignore Bewilderment cards as well.
This behavior is seen in the novice and intermediate-level tournament quests as well
