Not depend on specific housing location. Only use available housing object.

    Censers placed below the water level would help to create the steam effect.

    My first thought would be to use one of the sulfur pools form the Deadlands, I think it is an achievement furnishing, but I am not sure if it is big enough.

    I use a sulfur pool as a hot spring in oe of my homes, so … yes, definitely the sulfur pool.
