What is "poison effect"?

Pestilent host set says:
"Whenever you kill an enemy afflicted with a poison effect, their corpse releases a writhing mass of Fetcherflies, which seek out the nearest enemy within 12 meters, causing them to bleed for X damage over 10 seconds. This effect scales off the higher of your Weapon or Spell Damage.

Is posion effect Posioned status effect or any kind of posion DOT?

Poison Effect is just one of many status effects.

The proc set in question most likely only procs if the target died while having a "Poisoned Status Effect" and most likely other DOT damage won't trigger the set.

For that set in particular posion effect means that target needs to be affected with any source of posion dmg when it dies. ZoS is known for poor, confusing wording and lack of consistancy when it comes to descriptions of sets, skills etc. There is for example set called witch knight defiance that have similar proc conditions but there in description it says "posion damage effect"
