Where are the tools

Cyrodil repairs require the tools to be in the quickslots. There is a quickslot menu item for tools, however, the cyrodil repair tools are not in this list.
Should this be fixed?,

    The Cyrodiil Keep Repair Kits consumables, that you need to place into the default Quickslot wheel.

    For siege weapons: Siege Repair Kit
    For keep doors: Keep Door Woodwork Repair Kit
    For keep walls: Keep Wall Masonry Repair Kit

    They are consumables, you put them into your quickslots just like with Siege Weapons and potions. You buy them from siege merchants which are available in most keeps, outposts and resources that you are controlling, unless some enemy player have killed them off. There is no single item called Cyrodiil repair tools, it's just a name for the category of the above items. Just like there's no item called "weapons".

    You need to navigate to the tool menu each and everytime you use a tool - so if those repair kits were slotted there, you'd need to navigate through the quickslots for every single repair. Happily, they go into the basic quickslots so one you put them in there and select that item, it is just a matter of tapping your quickslot key for each repair.

    they're not tools. they're consumables and there's a search feature in your inventory you can use

    The point is that you have to look thru all the consumables to find the tools which should be in the tools list

    Actually the point is Repair Kits were consumables since launch, long before there were ever tools, collectables, etc.
    I'm sure the coding and work to move them was to much to trouble with as they already have a home.
