✭✭✭That set looks bad to me. Bad 2/3/4 bonuses. Bad / slow 5 piece bonus. Also, I suppose you know there are potion cooldown enchants. 3x Infused ones knock 24s off the cooldown, bringing it to 21s. What's stopped me is I don't have an Argonian, and the expense of constantly chugging potions.1 -

✭There is also potion speed glyphs, if you have infused jewelry with all 3 potion speed glyphs i think your down to under 30 sec to use potion, combined with the new set would be crazy.0
