What was an idea behind setting only 12 tickets when we can have so much more value in other currencies?
Participation in events.
By limiting to 12, it forces players to spend them or lose them. So, players are unable to save more than 12 event to event to prevent them from logging in day 1 of the event and buying everything they want with tickets, and then peacing out for the rest of the event.
Now, this still happens to some extent, but not usually until a bit of time into the event.
As an update Customer Service did grant me the 2 Tickets for the accidentally turned in quest.
I did supply the exact time stamp of when the quest was turned and a screenshot of it as well.
It did take a great amount of time so I do suggest managing event tickets, but since we are human mistakes are bound to happen.

If you could pass along the suggestion of modifying events so that the method of earning tickets only activates when there is space to receive the tickets and adding methods of obtaining the tickets similar to eating the anniversary cake can be repeatedly attempted, this could drastically cut down on the number of customer service tickets events generate.
The rewards of the event and the event tickets themselves do not necessarily have to be generated by the same method and I am sure most player will pursue the other event rewards just as equally as the event tickets.
Perhaps some brainstorming on what events might make for good event ticket generation methods for the various events that ESO runs might improve future events.
