Is is mad busy in the first few weeks? I'm on the EU server. Thanks.

Very busy early on. I take advantage of that time to get all the world bosses and group events. But like you, I don't like busy zones for questing so I then leave the zone and come back after things quiet down to do the quests.
It 100% depends on how many instances they make for the new zones. For High Isle, I saw very few other players while doing the quests the first week because of how many instances of High Isle they opened.
Which was a nice change, because usually it's packed so full that I don't even want to do the quests for like two weeks.
