Judgement of Akatosh bugged?

I have tried this set and i`m using blink from the sorcerer (bolt escape) so far no energy is bursting from any targets. Am I doing it wrong or is the set bugged?

Bolt just stuns doesn't it? If so you aren't doing any damage to proc the set
