Quaking Dread quest is still bugged

"I just got to the end of the Dread Cellar Dungeon and couldn't complete the Quaking Dead quest for it as Lucilla Caprenia wasn't there to hand it in."
Edit: I verified with other players that this quest "bugs all day" still. Logging out and back in provides a workaround, but many people are annoyed af when they find out this is a bug that hasn't been fixed for years.
