Basically, what it will do is it will be a proc set that will hard counter any other damge dealing proc set. And it won't work in a group, so that it won't be abused by Ball Groups or Small Scale tower trolls or in BGs.

2pc - 129 WD/SD
3pc - 669 crit chance
4 pc - 129 WD/SD
5 pc - When equipped the wearer is able to also equip two mythic items at the same time
- When you activate a (direct damage / damage over time / area of effect / resource recovery) class ability, you gain 1000 WD/SD for 10 seconds and take an extra 10% damage while active
2pc - 129 WD/SD
3pc - 669 crit chance
4 pc - 129 WD/SD
5 pc - When equipped the wearer is able to also equip two mythic items at the same time
In my opinion such set would be pretty good but way too powerfull. I'd suggest to make it 10pc set (so you wont be able to equip another 5pc set) with more of general stats:
2pc: add X health;
3pc: add X stamina;
4pc: add X magicka;
5pc: add X weapon and spell dmg;
6pc: add X crit;
7pc: add X pen;
8pc: add X armor;
9pc: add X stam and magic regen;
10pc: When equipped the wearer is able to also equip two mythic items at the same time;
This way neither pvp or pve players should be angry about this set being op, because you wouldn't be able to equip any other op/meta 5pc set.- When you activate a (direct damage / damage over time / area of effect / resource recovery) class ability, you gain 1000 WD/SD for 10 seconds and take an extra 10% damage while active
Considering abilities like Corrosive Armor I don't think there is a place for such sets in ESO.
