Can you travel to regions of other alliances?

I chose Ebonheart Pact because of some guilds in this alliance but I figure I might get tired of seeing the same climates I saw in TES III and V. Can I travel and see Elsweyr and other locations?

You can do the quests in other factions once you are Veteran level. It's level 50+ content.

Yes, you can do the starter islands.

Yes, it will be Veteran level, so the enemies are a lot tougher than they are as a new character. I died a lot in early veteran Auridon, actually, because I kept thinking it would be the same difficulty as a new character. It's definitely a lot more of a challenge.
