Ugly and BROWN! If they can't be removed (some people are so prudish about natural bodies), then dyeing them is a great option.
We should be able to dye them regardless, since they are technically clothing. I have a feeling they're not rendered separately like armor or outfits are, though, but are instead part of the base model itself. Nothing about them can be changed or removed, so I wouldn't be surprised if they're actually just different colored parts of the base model.

Unfortunately with the fact kids are playing ESO, nudity will never be a thing even if it's somehow an age restricted options setting, I can imagine the pr trouble they'd get into.

I think you are probably correct in that the underwear is part of the base texture. No doubt they could allow recoloring, although at what cost, I cannot say.
I am pretty sure I asked ZOS about this back in 2019 and received a negative answer. I also recall joking comments about asking about underwear, which should definitely be a repressed memory. In any case, I don't want to be the ESO underwear rep for the community, so I will stop now.

Um, if you want to see how this could become, there is a reason why FFXIV devs have warned players about posting nude images online as a result of nudity mods. There is an entire server where ERP is the norm, and what you find there can be quite disturbing. We don't need ESO to gain that type of reputation, and I doubt Microsoft would be happy with any of that type of publicity either.

How are people seeing purple and brown underwear? It's black.
I just wish it looked more like real underwear of that kind of world. Like we had in Skyrim, where it actually looked like cloth.
