Apparently the Golden Vendor is bugged in the Gray Host campaign, at least at the DC base. I haven't tried interacting with her myself, but have seen multiple players mentioning in zone chat that she can't be interacted with.
Apparently she is working fine in the Blackreach campaign-- again, according to what players are saying in the DC zone chat.
