It sure is him!
But yes, the voice is subtly different from Skyrim. Not that different though IMO, having recently watched a clip from Dragonborn to refresh my memory.

It’s more than reverb. He had a slur to his speech.
And less inflection.
Here he goes up and down with his infections and adds in clarity and the slur.
Before it was just this other worldly slurred strange way of speaking now it sounds more like he’s trying tj sound like a more “grounded” character and goes into the strange sounds when his mood changes based on what he is saying.
But In Skyrim it wasn’t just reverb it was the way he does the voice he talks about how he does it in the lore cast and even does it live and they use it in their podcast. intros. Reverb doesn’t add a slur to someone’s speech pattern…

I agree he sounds more otherworldly in Skyrim, and more mundane now (partly due to the reverb being gone). I actually prefer the Skyrim version, Mora needs that threatening eldritch horror edge.
I guess at least one could argue that the slight change in speech is an Era difference. It's odd to me that the Princes stay relatively the same throughout the Eras when they're shapeshifters.

It's going on the PTS monday, I'm sure all the lines have already been recorded.

How do you know PT's starts tomorrow?
Wes is an amazing guy and I am SO happy he can play Herma again, we've exchanged plenty of tweets and DM's and he's just insanely kind & talented.https://www.youtube.com/watch?v=qYHXsa5AaY4
He should have been Sheogorath in ESO too.
