Merciless Resolve bug

Hi,
I stuffed my alt nightblade to do cyrodiil's dailies but when I got there, my merciless resolve sometimes loses all it's stacks (sometimes when changing zone) or go back to 1 while in combat or killing an enemy.
It seemed to work fine 2 weeks ago.
Anyone got this too ?

Edit : It only happens in Cyrodiil, I was on Ravenwatch.

In Cyrodiil it seems to be intended, so you can't start a gank with a bow proc ready.

Ah rip, I only tried to do PvE stuff with it but yeah I understand
