It is the name of the multi-year storyline, I'd expect the next year's Chapter to also be included in it, just like how Morrowind and Summerset are a part of the Daedric War storyline.

The chase after the shadow over morrowind could easilly take us outside of morrowind lands to be fair.
Personally I think that College of Winterhold, may be quite nice thematic fit.
Because it fits same list of thematic requirement ZOS have referenced in their necrom announcements and interview on why they chose Telvanni Pennisula for this years chapter.
During this period of time Winterhold should be a major hold, with college at it's prime. It is a big congregation of pursuers of arcane knowledge. While the available space between eastmarch and the sea of ghosts does not leave all that much of area, it could be supplemented with another region of apocrypha, in similar vein how Western Skyrim, and Reach are linked to segments of the blackreach.
And considering what we know about story of Necrom, I could easilly see a story link sending us there for further research after the conclusion of necrom story. Alternatively it could be next place on the target list of whomever is mysterious force seeking to take mora's secrets in posession for nefarious means.
Another point in favour of that location is that while it remains in relative proximity to Morrowind, it is outside of it.
(also provides a mesh of nostalgia grabs, seeing how it would be relevant to morrowind, but also a place in skyrim, but at it's prime)
But all of that is speculatory so far of course, I have only laid it out to showcase that the story called "Shadow over Morrowind" does not have to be constricted to morrowind.
