Never found navigation/ cliffblocking to be too much of a hassle in Orsinium but I agree completely with your feelings on Vvardenfell and the Deadlands.
Summerset is at least pretty, and I always felt I was working more for Razum Dar than the Altmer, which is always fun, but I get your point
