Instead, they have left the term in and explained how the “conversion” feature works now. They’re presenting it as a change in how the feature is implemented but indicating that they’re still providing what was advertised. If they remove the language, then nothing in game tells people how to access the feature they bought, since it wouldn’t be clear that ZOS is now considering free outfit station application to be “conversion.” It’s certainly a very different implementation from before and not what the term typically means, so it may be necessary for them to include the new language.

If that's the case I think a better fix would be to change the adverts to say the collectors editions let you use those styles for free, rather than explaining how it used to work then having that system redirect to the new one.
If necessary they could send a mail to everyone who currently has them, explaining how it works now so I'll be told next time they log in.
