Nighthollow Keep Pale Order lead - STILL BUGGED

Here I am standing at the table in Nighthollow Keep. Been here for an hour. No other person has come past in all that time.
No document.
2 days ago I did the same thing on another character. Document was there but not interactable. Could not pick it up.
Yes, the lead should be available. I have 3 Pale Order Rings already, and have dug up 3 leads for a 4th. The ones I am missing are the one in Coldrock Diggings (which drops from the boss, rarely) and the one in Nighthollow Keep, from a supposedly interactable document which is supposed to be on the table.
