@katanagirl1 - No, that's only true of the Clockwork City ones, where you have to do the quest inside the delve before it can show up in the rotation for the daily delve (so, initially, the daily delve quest giver has no quests for you at all).
Summerset has a weirdness because one of its Delves is in Artaeum, and I believe that one doesn't show in the queue until you've unlocked Artaeum by doing the first Summerset quest and actually got there through the portal at the Keep of the Eleven Forces (getting there by teleport-to-player doesn't work).
With Wrothgar, same as with all other zones, it's the other way around - the quest giver directs you to a delve, or a world boss, regardless of whether you've been there before. In all of Morrowind, Summerset, Elsweyr, Greymoor, Blackwood, High Isle, I was able to mark off all six in six days on the main character. And it even had the same rotation (though starting from a different point) for my other characters.
So Wrothgar is the only exception, because it appears to be random rather than having a cycle at all.

I am fairly certain of this because I remember the details and believe that I had an issue just like this when I completed the zone. I don’t remember anything about Clockwork dailies to be honest.
Well how come it has happened that I have done delve dailies from Morkul and been sent to places that I had *not* previously unlocked on that character, or completed its quest on that character?
