Ok so firstful, the stun itself is fine as it is, good range, can't be blocked but can be dodged and is telegraphed with an animation taking part on target before it takes effect. But the second effect ''Deals 1799 Magic Damage if the stun lasts the full'' I found problematic to actually use in any scenario. In PVE Most bosses can't be stunned expect some delve bosses, and adds are usually dead before the damage sets in. And in PVP people will always break free from any stun so the damage also never occurs. I'm making this post to ask if anybody actually found a use for the second part of the stun because I personally couldn't. I even think they could just remove that second effect all together and nobody would even notice.

    It's just a result of its balancing.
    After all "sleep" effects were reworked, the rune cage had become a ranged, unblockable, undodgeable and instant stun, it's too good on its own. But for some reason ZoS decided that it wasn't enough and later on added damage to it, so we had a ranged unblockable, undodgeable, instant stun with unavoidable damage that boosted the sorc's burst even more. Then they decided that having unavoidable damage isn't good and made it like it's now. But then they decided that having ranged unblockable, undodgeable stun is too much and made delay, turning the ability into what we have now. I don't remember whether it was exactly how i described, but i think it was somewhere close to it

    Anyway, yes, this ability is just bad.
