The Dresan Index - Evoker Valinwe missing in Aldcroft?

This NPC simply isn't where the quest marks her, or anywhere near as far as I can tell. Anyone else experiencing this?

After an hour or so she showed up for whatever reason...maybe it was a bugged instance.
