I can see people in shadow cloak.

Since I first played this game I can see people even when they're supposed to be cloaked. They're characters just change to solid black and I can see where they're going and what they're doing. This is in all zones including PVP areas such a cyrodill, imperial city and even duelling.

Yes you can see "invisible" people unless you are fighting them. Go duel a NB if you know any, and tell me if you can still see them when they go invis. If the same NB duels someone else and you just watch then they won't be invisible to you.
