28m Range

Looking at esohead.com trying to find what I like which is BOW 28m range and here is what I could find:
* Sorcerer
* Nightblade
* Templar
All 3 have at least 1 Class specialization that functions at 28m so my question is would then the second weapon set/role determine my choice?
I am really confused here
