Extra long invisibility or bug?

I regularly confront the problem that I can't harvest a resource, although I stand alone at it, with notification: "Someone is using that", although nobody visible is around.
Usually, when it happens once, it then keeps happening the same for all resources after that and I just swap area to "cut" the phenomenon. So my question is: is it a player who has the possibility to stay invisible for ever, or is it a bug?
