[Achievements] Surreptitiously Followed (Murkmuire, with Choixth) bugged

Each time I encounter Choixth in any location in Murkmuire, I get the same initial dialog with no progress to the 2nd step 'speak of murder'.
Moreover, if I try to reopen the dialog several time during an encounter, the 2nd or 3rd time the ESO client quits.
I have the same problem with two different characters. Each one is stucked to the first step of the achievement.
I made a bug report in-game, and when the ESO client crashed, I submitted the bug when the window for reporting crashes appeared.
Also I opened a ticket in french support (230306-003901)
I got the first step of this achievement with one of my characters some time ago (when Murkmuire was launched), before the TESO update when all single characters achievements where merged together at the account level. So it's possible the problem comes from this merging of achievements.
This bug should not be specific to me, because I saw several other reports on the French and English forum.
Also, not specific to the Windows version, I saw report of the same bug on PS4.
At last, it's not normal that speaking two times to this NPC Choixth makes the client to crash.
