Proc Sets - Are They Supposed to Crit?

I thought I remembered reading that proc sets can crit again now, after being prevented from crit chance for so long. Am I imagining that?

And if so, are there rules about some sets still not being allowed to crit? Because I'm using Frozen Watcher on a Warden tank build, and wondered if its crits would be able to proc Iceheart (I assumed not, on the basis that proc sets by rule of thumb can't proc other proc sets), but I've noticed that Frozen Watcher's damage never crits when I tried this out on a dummy. Wondering if that's a bug, or working as intended.

    Ok so a couple points to be made here.

    Firstly: Procs can crit, but only if they do not scale with a % modifier. What does this mean? Proc sets like Caluurions, Flame Blossom, Velidreth, and Grothdarr (i.e., a flat damage number) will be able to crit. Procs like Zaans, Vateshran Destro, Maarselok, and Plaguebreak (i.e., sets that have a damage number that is then scaled by some % modifier) cannot crit. This is to prevent the absurd crit damage numbers these sets would reach with all of the modifiers applied.

    Secondly: Procs cannot proc other procs. What does this mean? Enchants, status effects, poisons, and proc sets cannot proc other proc sets (important to note pets like sorc pets, warden bear, and blastbones also cannot proc things).

    So in your example, Frozen Watcher should be able to crit. (EDIT: as someone pointed out, it cannot crit since it scales off of max health. To be honest I never knew health based sets couldn't crit. TIL) If it isn't, it's likely a bug, as the set has no sort of damage modifier that would prevent it from critting. However, even if it were functioning correctly and critting, it still would not proc Iceheart because procs cannot proc procs.

    - Damage dealing sets that scale with max weapon / spell damage can crit and those use your crit chance.
    - Healing sets that scale off your higher stat (stamina or magicka) also can crit.
    - Set that scale off your max health can't crit (Crimson set for example).
    - Some sets have a flat value of healing or damage (like Mazzatun set) and don't scale.

    Generally, sets have in their description what they scale off. They can not crit if they don't scale off anything or if they scale of health. Sets can only crit if they scale with your offensive stats (max magicka / stamina or weapon / spell damage).

    Frozen Watcher can't crit, since it scales off max health:
    (5 items) Summon a blizzard around you while you are Bracing, inflicting 496 Frost Damage every 1 second to enemies within 6 meters. This effect scales off your Max Health. Your blizzard has a 15% chance of inflicting Chilled on enemies damaged.

    Hard to keep track of the rules in this game sometimes. But okay, that's fine. It's nothing I was really committing to build-wise. Just more of a curiosity, and I always assumed Iceheart wouldn't proc from Frozen Watcher anyway. Just thought it would be amusing if I could make a build that would create 2 frost AOEs simply from blocking :tongue:

    Still doable with Gripping Shards! But I don't think building for crit chance on a tank is a good choice anyway, so I'll stick with better monster sets.
