Effect of Heavy Attack on Off Balance Target

-People in game tell me heavy attacking an off balance target adds 50% damage. Other people tell me it only knocks them down.
-In searching on the web, I get several different answers.
Can anyone tell me exactly what the effect of heavy attacking an off balance target actually does?

    Examples:

    6m dummy, 10k total penetration, Empower, 15k base damage heavy attack

    Hit: 15000 * 1.8 * (1-((8200/660)/100)) = 23645
    Crit (+50% dmg): 15000 * 1.8 * (1-((8200/660)/100)) * 1.5 = 35468
    Hit, Off Balance: 15000 * 1.8 * 1.7 * (1-((8200/660)/100)) = 40197
    Crit (+50% dmg), Off Balance: 15000 * 1.8 * 1.7 * (1-((8200/660)/100)) * 1.5 = 60295

    And how long is the cooldown for Off Balance? Is it still 15secs? I have had so many conflicting intel on that matter over the years.

    Lasts 7s. Cooldown is 21s.

    I am pretty sure NPC resistance is 500 per 1%, not 660 per 1%. The 660 is a player thing to account for VR16/CP160. At least it used to be that way but could potentially have been changed. Your principal still stands, even if NPCs get slightly more protection from 18200 armor than a player with 18200 armor.
