ZOS can you confirm this combat change?

We've seen this image floating around but couldn't find any source of it. It's about Heavy Attack builds.
@ZOS_Kevin is this supposed change on next PTS cycle?

If true, I hope they reconsider the % of nerf. From 80 to 50 seems a bit of a jump to me. 60% would feel more acceptable speaking as a player who has farmed 6 Oakensoul rings exactly for accessibility reasons.

I would add that my Solo Heavy Attack build just scratch 60K parses and I don't find it much fair to nerf everyone loving Empower just because of the small percentage of players that utilize a min-max perfected build - they are not the average player nor the disabled ones.

Yes, it makes the game easier. No it is not better than what a skilled player can achieve with 2 bars, not even comparable: 100K at the highest against 120K if I'm not missing anything.
30% nerf seems too much, but we have yet to see... I'm just hoping, since Oakensoul already got nerfed in the past... Please, have mercy!

I have a vague memory that someone made a post that looked like a dev post that wrote this, but i can't find it now so it may have been deleted. I haven't seen the above in any of the pts patch notes

Looks fake based on a few choice words. Specifically "leaving other builds in the dust", and "Oakensoul making Empower trivially available".

These comments sound more like player sentiment/comments rather than developers comments. Comments that overstate or inflate or use hyperbole are usually player comments.

In case you weren't aware you can just recreate the ring from the transmute station as many times as you want for 25 transmutes. Farming 150 transmutes would take less time than farming leads for a single ring.

Yes, sounds like it's written by a player who is mad that heavy attack one-bar builds are close to (but importantly still behind) LA-weaving two-bar builds.

I think Empower is in a fantastic place tbh, and ZOS raising the floor on LAs this upcoming patch is another step in the right direction.

In my case, 6 is necessary as I have three accounts and play both PC megaservers, and you can't pass mythics across accounts....

I don't run heavy attack builds though. And yes, I think that supposed PTS clip is highly suspect.

@fleetingyouth_ESO thank you, I already knew that, but I am attached to my precious transmutes: it hurts less my hands to farm multiple rings than to gain 150 transmutes.
Yes, I still farm transmutes but it's hard to let them go when you've sweat so much to obtain them - another reason why the current state of Empower and Heavy Attacks is good as it is, with no need for nerf whatsoever.

Sidenote: it seems to me that the game in general is in a good position right now combat wise, including the soon to be implemented buffs to Light Attacks.

Certainly hoping it's fake, there have already been several posts on the forums with back and forth claims that one button does as much dmg as a perfect weave, no matter how often it's disproven. And this will probably devolve into more of the same. Zos raised the floor without lowering the ceiling, I'd like to think they'd take the win on this one rather than jack it up with more nerfs.
