Jumpy camera when looking around

PC specs i7 950 3.07hz, asus 770, PS 1000, 6 gb ddr3 game is on SSD my problem is when am alone out side the city the game is smooth when turning around but when am in the city or close to people when looking around the camera become jumpy and not smooth. fps in city drop to 30-50 city and there is were it's worse.
I did a clean installation of the client tried several drivers used different settings in game still no difference.
I remembered 2 betas ago even when i had fps drope from 60 to 30-50 in the city turning the screen around was smooth that was on the US server now am playing on the EU one. I would try the US server again but don't have the client.
If any one have any suggestion please?
