No issues with the solution, helmets hiding is more complex as it also hide helmets from costumes.

This is going to get into philosophical discussions. I have no idea where ZOS is going to weigh in on this, as there are aesthetic, practical, technical, and marketing issues galore... but... at some point one has to ask whether the character should be getting the benefit of the armor if they do not appear to be wearing it.
Helmets being invisible, yet there to protect, is ... odd. Shoulders are a minor part of the armor. We might toss hands and feet into that, but when we get to the bigger parts of the armor, a question arises. If it can't be seen, does it protect or benefit the character?
Yes, costumes and disguises already cross that line, and I would certainly use hides for more places, if offered. I wonder how far ZOS is willing to go down that path, though.

They could probably double the sales of the new chapter by letting the main feature be "hide those hideous worthless crotch and hip flaps".

That is why. They want people to engage every day of every event if they want all the things. (And many events are locked behind DLC, which sells ESO+ or crowns.) The ticket cap is set at 12 so that you can get only as many tickets as you need to buy the most expensive item offered (10) without being forced over the cap. Some events offer 3 tickets all at once, so if you’re at 9, you need to get your tickets for the day to get to 10, but getting all 3 puts you at 12. It is the tightest possible cap they can set without forcing us to lose any.
If we could all save up a ton of tickets, we’d skip whatever events we didn’t like and still be able to buy a lot. They want constant daily engagement instead, as well as the mental investment of micromanaging the ticket count. The more time we spend thinking about the game, the more invested we feel, and the more we feel it’s worth it to continue investing time and possibly money. (Not everyone all the time, but generally speaking.)

There are actually three hide helmet options currently: hide polymorph helmet (settings), hide helm (collections > appearance), and the option in the outfit station that works like a style page. The style page/outfit station version does not hide helms from costumes - that’s done through the Collections > Appearance version.
The new hide shoulder feature will work just like the hide helm option in the outfit station, no? It won’t work on costumes or polymorphs. So I think it’s a valid question why the helm one is immediately available to everyone and the shoulder one is not.
I don’t know that ZOS has ever given the impression that hide shoulder will do what the first two hide helm options do. But if it’s going to work just like the hide helm option in the outfit station, why isn’t it going to be acquired the same way? I’d be interested to hear about how that decision was reached.

It's a reminder to everyone who wants things added to the game or changed within it to be careful what they wish for. Even those who get what they want rarely like the way it is implemented. Skill points for alts, achievements for alts, now hide shoulders, all examples that should be borne in mind when putting forward other suggestions.
