Unable to attack the player

Is it a bug that this player using the lane streak got to the place indicated in the screenshot? And also the fact that in this place it is impossible to attack this player with long-range skills, despite the fact that he is in line of sight?

Yeah, that's not a bug. He's in the safe spot on on the small gates between the Imperial City's districts. There's no safe spot on the big gates, but there's for the small ones. He cant attack and can't be attacked.

Forget everything i wrote, I just realised he's not on the gates.

I thought you got 30 seconds of "gate" safety after you leave the gate, could that be it? The blue glow looks like the gate safety glow.

you only get 30 sec of safety if you use the middle door, if you use either inner or outer door it puts you on a platform with unlimited "sanctuary" (name of the buff that makes you immune) until you drop down

the area is near the flag, the only thing i could guess is that is where the quest pops you out (i think there are some quests which put you near the flags and those have sanctuary spots with ledges that you normally cant get to unless you go through the area the quest takes you, you can get to these areas without the quest, but because of sanctuary you cannot attack or be attacked)
