Plz fix spectral bow in PvP

Hi,

since over a year the bow is bugged in pvp.
We have PTS right now, so it's a good time to finally fix it.

If the opponent you did the last light or heavy attack on dies, the proc will often disappear no matter how long the focus duration would have been.

If you are in combat, but you have no dots running, the bow often disappears after three to five seconds.

If you are in combat and you have one dot running at least, then the bow normally remains.

The magicka morphs works much better than the stamina morph but it's also bugged often enough.
I understand that the bow should work in a different way like in PvE, but it's just too much!
