This time it's Lord Wildhorn (quest "Wrath of Wildhorn"). According to this article, the problem was fixed last summer
but i just waited for 2 hours until the servers went down for maintenance and the only thing i saw was that other players waited 20-30 minutes and just left

kyatos_binarini✭✭✭UPDATE: today i killed Dark Stone Hollow's boss with few other people and no one's quest counted this boss. After that the boss stopped spawning at all.0
