Upgrade clues droprate seems to be bugged?

So I tried to play some ToT recently and unlock missing achievments. I played alot of matches, with npcs and pvp. Unlocked the missing decks, finished the 30 dailies for both types of play, hit the 8th rank, got to rubedite rank, almost got the 100 pvp matches achievement.
In this process I opened alot of reward boxes (something between 100-150, many of them were purple) and from all those boxes I got 0 upgrade clues. I still miss 10 card upgrades and all of them are upgradable from a clue.
I remember when the chapter came out, I use to get a card upgrade clue every couple of boxes, but now it just feels like they stoped droping for me. I even checked all my inventiories, If I haven't got some undone clue that blocks the drop, or something, but its not the case here.
Can anyone confirm if the clues droped for him recently? What was the quality of the box where you found them?
I even started farming the NPCs for a while, with fast wins (patrons), but after 30 boxes I give up. I still miss 10 upgrades, and can't get a single one, that demotivates me for any further play.

i got a lot of them very quickly, then had a dry spell without any for several months, and then started getting them again and was able to finish them of

the clues (and pelin outfit pages) definitely seem to be more common drops from the purple or higher boxes, i almost never got any from the green boxes you get from NPC wins (but i did get several from the purple from the NPC daily)

i had a theory about the dry spell, which was that at some point they could "roll" for a clue you had already gotten and found, so it would not give you the drop because it rolled you one you already had (disclaimer: this is a theory i had but no actual proof that this was happening, it could have been bad RNG)

i cant specifically test the clues anymore since i already have all of them found now

I personally got them all before I had 100 PvP wins. Most of them came from purple boxes, iirc.
It's just bad RNG, I think.

I seem to have hit a point with one upgrade left on each of my decks with no clue drops for a couple weeks now. Came to the forums to see if there is a bug or some other requirement to get these final clues. It seems like a weird point to hit a "dry spell" in the RNG. And super frustrating. I'm playing to purple boxes on multiple toons each day.
Edited to add: after reading some other threads, I see that my remaining upgrades have to come from PvP achieves for activating patrons. Ugh.

They didn't drop at all when the expansion first came out but now that I am playing ToT a bit more, usually doing my dailies, I am getting them all pretty quickly. I'm hoping to complete the deck effectively soon enough in all honesty.

The droprate is horrible, to the point where I'd be willing to bet it's bugged.
